Technical SEO vs On-Page SEO: What's the Difference?
One controls access, the other controls meaning. Knowing which is broken tells you what to buy.

Short answer
Technical SEO is about access and understanding — crawling, indexing, speed, structured data. On-page SEO is about relevance — what the page says and how it is organised. Technical problems cap what on-page work can achieve, so they get fixed first.
These get treated as two services to buy. They are better understood as two different failure modes.
Technical SEO: can Google get in, and does it understand what it finds?

Technical problems are binary in a way on-page problems are not. A page blocked by robots.txt does not rank *slightly* less — it does not rank.
On-page SEO: is this page the right answer?

And off-page
Worth naming for completeness: links from elsewhere, brand mentions, reviews. Largely not under your direct control, which is exactly why it gets over-sold — nobody can be held to a result.
Which one do you need?
A rough triage:
- Pages are not in the index → technical
- Pages are indexed but get no impressions → on-page, usually intent
- Impressions but no clicks → on-page, specifically title and description
- Ranking on page two and stuck → usually content depth, sometimes authority
- Was ranking, now dropped → check what changed on your side first

Why technical comes first
Not because it is more important, but because it caps everything else. Excellent content on an unindexable page earns nothing. Once the technical floor is sound, on-page work is where the sustained gains come from — and for most sites, that is where the majority of the ongoing effort should go.
The pattern that wastes the most money is buying an ongoing content retainer for a site with an indexing problem. Twelve months of articles, none of them crawled.
